From August 10–26, 2026, Berks County Intermediate Unit (BCIU) and The Pennsylvania Key employees are participating in Start of the Year | State of the Unit meetings held within their respective offices and programs. These sessions provide staff with a consistent organizational message while allowing for discussions focused on program- and office-specific goals, priorities, and initiatives for the 2026-2027 school year.

Executive Director Dr. Jill Hackman delivered the annual Start of the Year | State of the Unit message, introducing the theme of Communicate + Collaborate and emphasizing the critical role that strong relationships, effective communication, and teamwork play in advancing organizational success.

Through updates on strategic priorities and key initiatives, Dr. Hackman reinforced the BCIU’s commitment to meet the evolving needs of students, families, school districts, and community partners across Berks County.

The presentation highlighted the BCIU's continued focus on Fostering a Culture of Belonging, including recognition as a Top Workplace and recipient of several Culture

of Excellence awards honoring employee appreciation, well-being, professional development, work-life flexibility, and organizational values. Employees celebrating milestone years of service were also recognized for their dedication and contributions.

Employees received updates on several strategic initiatives, including facilities-related projects and the launch of the BCIU Education Foundation, which aims to expand opportunities and increase support for early childhood education across Berks County. Employees were also informed about the updated BCIU Employee Handbook and Policies and Procedures, and were asked to acknowledge their review in accordance with organizational requirements.

Additional updates focused on the Access for All 2027 initiative, which continues to advance digital accessibility and ensure compliance with Web Content Accessibility Guidelines (WCAG) standards.

Scott Major, Chief Information Officer, shared plans to strengthen communication and collaboration tools, enhance cybersecurity measures, and improve operational efficiency across the organization.

Russell Del Rosario, Program Administrator of Safety and Security, provided important information on Act 55 training requirements and resources, as well as ongoing efforts to enhance safety and security throughout facilities and programs.

By delivering a consistent message through office- and program-based meetings, Start of the Year | State of the Unit activities provide employees with both an organization-wide perspective and a clear understanding of program-specific priorities. As the 2026-2027 school year begins, the BCIU remains focused on communication, collaboration, innovation, and service in support of the students, families, schools, and communities it serves.
