We are pleased to share that Dr. Zachariah Milch earned his doctoral degree from Gwynedd Mercy University on August 3, 2026. His dissertation, From Policy to Practice: Pennsylvania Education for Children and Youth Experiencing Homelessness (ECYEH) Liaison’s Blueprint for Success, examined how ECYEH liaisons across Pennsylvania implement McKinney-Vento Act requirements while supporting students and families experiencing homelessness.

His research identified key challenges, including limited resources, competing responsibilities, and service gaps, while highlighting effective practices such as strong communication, collaboration, training, technology use, and community partnerships. The study also offered recommendations for strengthening ECYEH services through increased advocacy, stakeholder training, improved systems, and enhanced supports.

Dr. Milch’s practitioner-informed “Blueprint for Success” provides valuable guidance for liaisons, educational leaders, and policymakers working to improve educational outcomes for students experiencing homelessness. We congratulate Dr. Milch on this outstanding achievement and meaningful contribution to the field.
