The Berks County Intermediate Unit (BCIU) is proud to announce that Dr. Michelle Reichard-Huff, Director of Early Childhood and Student Services, has been awarded the 2025 Distinguished Service Award by the Pennsylvania Association of Pupil Services Administrators (PAPSA). This honor recognizes outstanding leadership and significant contributions to pupil services across the Commonwealth.
Dr. Reichard-Huff was joined by Gary McEwen, BCIU Board President; Dr. Jill Hackman, BCIU Executive Director; and Dr. Sara George, ECSS Assistant Director, as she was presented the award during the Annual Business Meeting at the PAPSA Annual Conference held on April 10, 2025, at The Inn at Leola Village.
Dr. Reichard-Huff is known for her visionary leadership, compassionate approach, and dedication to improving student support services. Her work has positively impacted thousands of children, families, and educators in Berks County and beyond.
At the BCIU, Dr. Reichard-Huff oversees administrative and educational initiatives supporting early childhood education, K-12 student services, and related programs across the region. Under her leadership, the Office of Early Childhood and Student Services delivers direct services to more than 5,800 students through programs such as Early Intervention, Head Start, Pre-K Counts, school-age special education, and alternative education. Additionally, over 11,000 individuals from a six-county region benefit annually from vital social service programs, including Education for Children and Youth Experiencing Homelessness and Educational Stability for Youth in Foster Care.
She leads a dedicated team of nearly 500 staff, oversees the BCIU’s Comprehensive and Special Education Plans, and coordinates key regional leadership networks. At the state level, she serves as PAIU Special Education Regional Lead and Pennsylvania Department of Education Liaison.
