The Pennsylvania Keys to Quality

Quality early learning is crucial to our children’s intellectual, social, and emotional development. The benefits that children and families experience from quality early learning opportunities extend to all of our communities, making it possible for parents to work and build a stable family structure for their children. In addition, by increasing our children’s success in school and in life we will create a stronger workforce and tax base.

The Pennsylvania Keys to Quality consists of a statewide PA Key and five Regional Keys and is a system of supports for Keystone STARS and other programs including:

  • professional development opportunities for early childhood and school-age;
  • independent Environmental Rating Scale (ERS) assessments for early learning and school-age programs; and
  • community engagement and outreach.

  • Mind in the Making
  • Local Education and Resource Network (LEARN) Partners
  • PA Pre-K Counts (PKC)
  • Head Start State Supplemental Assistance Program (HSSAP)
  • Head Start State Collaboration Office (HSSCO)
  • School Age Child Care Projects
  • Early Childhood Education Linkage Systems (ECELS)
  • Early Head Start
  • Maternal Infant Early Childhood Home Visiting (MIECHV)
