Dr. Jill M. Hackman joined the Berks County Intermediate Unit (BCIU) on June 1, 2009. Prior to her appointment as executive director, she served as the assistant executive director for the organization, a position she held for two years.
From January 2014 through August 2014, Dr. Hackman assumed the role of acting executive director; her leadership and service during that time were critical to the success of the Reading School District project. As assistant executive director, she led BCIU’s efforts to develop a county-wide safety plan to respond to incidents that threaten the safety of children in schools.
From 2009 through 2012, she served as the director of early childhood and student services, BCIU’s largest office that provides programs and services to more than 5,000 children.
Dr. Hackman brings extensive school district administrative experience to her role as executive director, having served as assistant superintendent, director of student services, and as a teacher and facilitator in the field of special education. She is a member of the University of Pennsylvania Study Council, serves as a board member on the Council on Chemical Abuse, and serves as the Berks Career and Technology Center superintendent of record.
Dr. Hackman is committed to ensuring that BCIU provides high quality and cost effective programs and services for Berks County school districts, charter schools, private schools, and other organizations and agencies that serve children. She is a strong advocate for public education with elected officials, and will continue to foster partnerships with business and community agencies to strengthen educational programs in Berks County.

Carl Blessing serves as assistant to the executive director for the Berks County Intermediate Unit. He previously served as director of Business Services and chief financial officer. He started at the BCIU in June 1984 in account analysis and was named acting accounting coordinator in May 1986. After serving as a fiscal manager from February 1987 until 1990, Carl was then named coordinator of accounting in August 1990. Carl served as program administrator for Business/Accounting Services from July 1996 until March 1998, when he was named division administrator for Business Services. Carl was then appointed chief financial officer in September 2006.
Carl holds a B.S. degree in accounting from DeSales University and an MBA from Alvernia University. He is a member of the Pennsylvania Association of School Business Officials (PASBO), the local Mid-East PASBO, and the national Association of School Business Officials (ASBO).
