On Monday, October 7, Dr. Jill Hackman, Executive Director, and Mrs. Michelle Reichard-Huff, Director of the Office of Early Childhood and Student Services testified at a public hearing on special education funding.
The hearing was held by the Special Education Funding Commission at the Manheim Township School District Office in Lancaster County. Dr. Hackman and Mrs. Reichard-Huff were among 17 education leaders from across the region who testified at the hearing.
The Special Education Funding Commission was initially established by Act 3 of 2013 to review and make recommendations regarding special education funding. As directed in Act 3, the Commission is required to meet every five years to reevaluate the state of special education funding in Pennsylvania. Earlier this year, the Pennsylvania General Assembly signed into law Act 16 of 2019 which directed the Commission to focus its review on the formula used for distributing special education funding to districts.
